How to modify a report fp3 / reload an not ready Report

Our Customer modify the reports (*.fr3) at the previewer. After finishing the modification he save the report.
He need the posibility to modify the report at the previewer and to save temporary. E.g. he want to finish this job into two steps.

* Is it posible to save a preliminary design and to reload them to comlete the report?
* Is it posible to modify a ready report (.fp3)? (tools? scripts?)
